East Goshen Pipelines

Currently, 9 pipelines traverse East Goshen Township in a north-south direction. This number is expected to grow to 11 upon completion of the Sunoco Mariner 2 East pipeline.

Subsidence

PennDOT has provided the Township with a copy of their report on the subsidence.

Updated December 24, 2020

  • On December 23, 2020 PennDOT dug a test hole at the site of the subsidence and they uncovered a rotting tree stump. The Township has requested that a copy of the written report be provided to the Township.
  • The Office of the Attorney General has advised the Township advising that the amended Right To Know request was received and is under review. They will respond by January 13, 2021. Read the letter here.

  • At the December 15th Board of Supervisors meeting, the Board unanimously approved hiring Dr. Ira Sasowsky, a certified hydrogeologist, to perform a desktop study.
  • PennDOT will be digging the test hole shortly.
  • The PUC has advised the Township advising that the amended Right To Know request was received and is under review. They will respond by January 13, 2021.Read the letter here.

PennDOT has confirmed that the section of North Chester Road where the subsidence resides is in their right of way. PennDOT has made the Emergency PA One Call. They will be digging the test hole shortly.

These has been no change to the size and depth of the subsidence.  PennDOT has completed its research on the right of way for this section of North Chester Road and the survey is expected to be completed by the end of the week.  If the survey confirms that the subsidence is within the state right of way,  the Maintenance Unit will do a PA One Call and schedule the digging of the test hole.

PA DEP, PA PUC  and the Attorney General have denied the Township’s Right-to-Know requests to review their records related to the subsidence. There has been no change to the depth or size of the subsidence since the Township began monitoring it on October 19.

PennDOT investigation of Depression/Subsidence

PennDOT has advised the Township that they are going to confirm that the subsidence is located within their right-of-way. If it is, PennDOT will dig a test hole to provide additional information to their Geotechnical Unit.

The Board of Supervisor is still collecting facts and information in order to determine the appropriate course of action. Since their last meeting on October 20, they have taken the following steps:

  • Have been monitoring the depression weekly. There has been no change in depth of size since October 19.
  • Confirmed that Sunoco has installed and maintained the erosion and sediment measures required by their E&S Permit.
  • Confirmed that the PennDOT geotechnical geologist has inspected the depression and is monitoring it.
  • Confirmed that PA PUC has the ARM Group, the firm that the PUC has contracted for geotechnical service, is investigating the depression.
  • Received 30-day extension notices in response to the Right-to-Know Requests filed with the Public Utility Commission, the Department of Environmental Protection and the Attorney General’s Office.
  • Have been in regular contact with our County and State representatives for assistance with this matter.
