Stormwater Management

What is Stormwater?

  • Stormwater runoff occurs when rain or snowmelt flows over land or impermeable surfaces without soaking into the ground. As this runoff travels across surfaces like paved roads, parking lots, and rooftops, it gathers debris, chemicals, sediment, and various pollutants that can negatively impact water quality. The main approach to managing stormwater discharges involves implementing best management practices (BMPs).

Municipal Separate Storm Sewer System Program (MS4):

In accordance with the Pennsylvania Department of Environmental Protection’s (DEP) National Pollutant Discharge Elimination System (NPDES) General Permit regulations, East Goshen Township is required to develop and implement a stormwater management program. The program is based on the federal Municipal Separate Storm Sewer System MS4 Protocol (developed by DEP) and includes six minimum control measures:

  1. Public Education and Outreach On Storm Water Impacts
  2. Public Involvement/Participation
  3. Illicit Discharge Detection and Elimination
  4. Construction Site Storm Water Run Off Control
  5. Post Construction Storm Water Management for New Development and Redevelopment
  6. Pollution Prevention – Good Housekeeping for Municipal Operations.

Municipalities meet these MCM requirements through a series of Best Management Practices (BMPs) which are schedules of activities, prohibition of practices, structural controls, design criteria, maintenance procedures, and other management practices that reduce pollution to the waters of the Commonwealth.

Sanitary Sewer Backup
In the event of a sanitary sewer backup at your property, please call the Township Office first.  The Township office hours are 8:00 am to 5:00 pm.  Monday through Friday.  After those hours, call 911 and a Public Works employee will be dispatched to check the line.  Although the Township conscientiously maintains its sewer system, periodic backups into homes or businesses inevitably occur.  In most cases, the Township’s responsibility ends when the line is cleared and the problem causing the blockage as been addressed.  Responsibility for cleanup and damage to the premises rests with the resident.  The Township will not reimburse a property owner for plumbing fees.  Most homeowners insurance policies have optional riders for sewer backups that, if purchased will provide coverage    -updated June 19, 2013  CRC Watersheds Association
